Not having a website is like not having a phone
number, you become nearly unreachable to new customers. However, having a poorly designed site can be just as bad, a waste of time and resources.
An effective website is one that involves your audience, one that is complete (no one wants to see "coming soon" on multiple pages), and one that works for itself, drawing in new customers through search engine optimization.
If your current site doesn't do this, and do it well, then maybe it's time to consider upgrading, or if you don't already have a site now is the perfect time to start.
